This is a really great question. Truly, the answer to it depends on what you want to do and where you want to go. If you want to stick to the downtown core, you can either select an accommodation that’s in La Fortuna proper or else choose an accommodation on the outskirts of town (like most people do) and use taxis to get around. Taxis can be caught in the center of La Fortuna, or else if you need one to pick you up at your hotel, your hotel’s reception desk should be able to call one to their property for you. If you plan to be active (i.e., participate in a bunch of tours and activities), you’ll find that most local tour operators include free hotel pick-up and drop-off services at accommodations that are considered “La Fortuna hotels.” Of the few local tour operators that don’t provide free transportation (the most popular of which are Sky Adventures and the Mistico Arenal Hanging Bridges Park), most can provide hotel pick-up and drop-off services for an extra fee, so you can simply pay those fees (or pay for a taxi) to get you to and from their attractions.
