About the Covid vaccines, I’m surprised you heard that! Costa Rica has been doing well (I believe) with respect to vaccinations. They’ve made vaccines mandatory for many people, and even those who aren’t required to get it still do. The overall vaccination rates have been relatively high, I feel, so I’m not sure where you heard otherwise unless you were referring to unvaccinated international travelers who enter Costa Rica.
